The council’s formation, announced in an official state-run bulletin, comes after gangs who have a brutal grip on much of the capital prevented the prime minister, Ariel Henry, from returning to the country after a trip overseas and ultimately pushed him to announce his resignation. The presidential transition council is tasked with restoring law and order through the appointment of an acting prime minister to head a new government as well as to pave the way for the election of a new president. A coalition of armed gangs has had control of most of the capital, Port-au-Prince, since it launched an offensive in late February, destroying police stations and government offices, looting banks and hospitals and killing and kidnapping hundreds of people.

CNN —A transitional council responsible for choosing Haiti’s next leadership has been established after weeks of uncertainty, according to a decree published in Haiti’s official state journal. The move comes a month after Haitian Prime Minister Ariel Henry announced he would step down once the council is inaugurated and names a new prime minister and cabinet. The council, composed of seven voting members and two non-voting observers, is tasked with choosing and appointing a new prime minister as well as an “impartial” electoral council, the decree reads. “The establishment of the nine-member broad-based, politically inclusive Council signals the possibility of a new beginning for Haiti,” the statement read. CARICOM, which worked with Haiti last month to develop a framework for the transitional council, said there are still challenges ahead, but that it would support Haiti as it determines its future.

Talks over a hostage deal and a ceasefire in Gaza between Israel and Hamas have reached another stalemate but are not over, according to three people familiar with the negotiations. Reuters —Senegal President Macky Sall said on Thursday that April 2 will be the end of his mandate as president of the West African nation. His announcement came after the country’s Constitutional Council, the highest election authority, ruled last week that a 10-month postponement of the vote was unlawful. Sall said however that he cannot issue a decree to hold the election before a national dialogue takes place. He said that candidates who had not been approved by the Constitutional Council would also be invited to the dialogue. “If we find consensus, I will issue the decree immediately to set the date; if consensus is not found, I will refer the matter to the Constitutional Council,” Sall said.

A judge will continue to hear testimony Friday in a hearing that could derail the election subversion case against Donald Trump and others. Judge Scott McAfee is considering whether Fulton County District Attorney Fani Willis should be disqualified from the case based on allegations that she and Nathan Wade, the special prosecutor she hired to lead the case, engaged in an improper romantic relationship which financially benefitted the district attorney. Here's what to watch:The allegations against Wade and Willis: The alleged affair was first raised by Trump’s co-defendant, former 2020 campaign official Mike Roman. Last month in a court filing he accused Willis of financially benefiting from selecting Wade to lead the case. Roman alleges that Wade took Willis on lavish vacations, paid partly with what he billed her office for work on the case.
